As Roving Ambassador to the Parliamentary Assembly of the Mediterranean in charge of countering terrorism, organized crime, and promoting the rule of law as well as lawyer of the Toulouse Court of Appeal, Jean-Paul Laborde has led a triple diplomatic, judicial and academic career. In the international criminal law field, he served, inter alia, as United Nations Senior Advisor on Crime Prevention and Criminal Justice in Vienna, Head of the Terrorism Prevention Branch, then in New-York, as Special Advisor to the Under-Secretary General for Political Affairs, Director of the the Counter-Terrorism Implementation Task Force (CTITF) Office and Chairman of CTITF and finally as Assistant Secretary General and Counter Terrorism Executive Director at the United Nations Security Council. In the French Judiciary, he was successively Investigating Judge, Public Prosecutor, Head of the Inspectorate of French Prison Services, Presiding Judge of the Financial and Economic Division at the Aix-en-Provence’s Court of Appeal, Justice of the Court of Cassation (Financial and Commercial Division then Criminal Division). 

He is Adjunct Professor Adjunct Professor of International Criminal Law and Political Sciences at the at the Faculties of Law and Political Sciences of Catholic Institute of Higher Studies.

Finally, he performs the functions of Executive Secretary at the Senior Advisory Board of the EU Global Facility against ML and CFT as well as Senior Advisor of the Global Initiative against Transnational Organized Crime.
