Oxana Gisca is the President of the Conference of the Parties member of the Council of Europe Asset Recovery Convention, CETs 198 (Council of Europe Convention on money laundering, search, seizure and confiscation of the proceeds from crime and terrorist financing).
She is the regional representative of the Europe II Region of the EGMONT GROUP of Financial Intelligence Units.
Oxana is a Marie Skłodowska-Curie Doctoral Candidate in the EU project “Legitimation of Newness and EU Agenda for Change” at the University of Oulu’s Martti Ahtisaari Institute, Finland.
She has extensive practical experience, acting for more than 20 years, from those five years in a managerial position as a director of the Division in Financial Intelligence Unit, Government of Moldova. She has an extensive professional background, knowledge, and expertise to implement international standards.
Oxana has international credibility and authority. She has successfully managed teams and projects and has exercised leadership in her home country and at the regional level, making an important contribution to promoting financial integrity, developing cooperation, and sharing expertise.
She has been engaged in technical assistance projects with a range of international and regional bodies.
