Viktor leads the Open Contracting Partnership's support for Ukraine's reconstruction post-Russian invasion, utilizing open contracting reforms initiated since 2014 to facilitate the country's recovery. As the co-founder and former chair of Ukraine's RISE Coalition, comprising over 40 organizations, he focuses on integrating open contracting principles into the recovery program. Viktor currently heads the DREAM Project office, collaborating with the Ministry for Restoration and OCP to establish and implement the DREAM ecosystem, fostering collaboration among the government, business, and civil society to showcase Ukraine's reconstruction as a global model for open government and contracting.
Before joining the Open Contracting Partnership, Viktor served as the acting CEO at SOE Medical Procurement of Ukraine, overseeing medical public procurement. From 2015 to 2018, he worked as a Program Director at Transparency International Ukraine, managing initiatives such as ProZorro and e-Health system development. Viktor, with a Master's degree in International Economy from Kyiv National Economic University, has a diverse background in the private sector and government, including roles in agro-holdings and the Ministry of Infrastructure in Ukraine.
